Tillis is probably laying low to get his unfavorables to go down.

Ernst is trying to position herself for the future (GOP rebuttal, Iowa BBQ's with Presidential candidates)

Cotton is throwing darts at the wall of history and seeing what sticks.

I think Capito is trying to take the reigns on some energy issues.

Gardner is a useless nobody, as expected, and won't make it through his 2020 reelection.

Daines, Rounds, Cassidy were all expected to be pretty low profile Senators. With seniority they all have the potential to be more prominent when newer classes enter the Senate.
