Kay Hagan is sitting at home giggling to herself, plotting her next Senate run as we speak.
She'll have an uphill battle against Burr. But if she waits until 2020 and takes a rematch with Tillis....

...she'll lose again.

Not necessarily in presidential year turnout when North Carolina as a whole will likely be more Democratic, and her favorables will likely recover a bit.
