This bill aims to promote camaraderie between different schools. It also allow the schools to share their problems or offer solutions to their problems (like a town hall) and to discuss different school-related competitions that will be held in the Northeast.

How is this bill expected to deal with home-schooling?

aren't there, like, tens of thousands of schools in the northeast? this seems impractical.

In it's current form, it still seems a little too impractical to work. Maybe make it more specific to just school heads of similar grade levels? Like all high school heads, middle school heads, etc.
