The reason it is the payroll tax and not income tax is because the payroll tax is paid directly into Fritzcare. The reason some benefits are left in place for those opting into an HSA is to avoid those catastrophic bankruptcies. The are optional and their virtue is tha they give people better control of their money and consumer decisions.

The high dis pools are a great way to reduce general healthcare costs because it makes the care more demand centered rather than blanket coverage of everything. The spending reductions are pretty significant and the long term cost containment will almost certainly reduce expenditure.
