This would just be for federal elections, right?

I was under the impression that this bill, and certainly my amendment, would apply to all official elections on the forum including gubernatorial elections, senatorial elections, and the presidential election.  

That's infringement on regional rights Smiley

Here is the bill with the amendment:

RUNOFFS

All presidential and senatorial elections will be conducted using a preferential voting system.

Not right.  That's exactly what preferential voting isn't.  I was under the impression we're doing an instant run off system.

Preferential voting, which I'm pretty sure we are defining as identical to STV.

I thought we were doing IRV Undecided
