Well, right.  But right now the way you've formulated the amendment seems to imply that it must be absolute.  "Districts shall be divided evenly"... there's no caveat to that, and no way to calculate what the "closest-to-evenly" division is.

It's also not clear why single-member districts need to be distributed proportionally (PR-STV).
