I honestly don't think you've thought this out very well if at all.
You don't seem to have thought about it at all. Are you seriously suggesting that criminals will be allowed to run loose because evictions are being served?
The courts are currently struggling to prosecute serious crimes but now you want them to devote extraordinary resources towards evictions, evictions that in many municipalities need to be served by law enforcement another potential bottleneck. It's very clear you haven't thought this out.

Eviction is a legal process that involves the courts and in many places law enforcement officers, it's really not that hard to understand. Most court systems in America are backlogged in every area of law due to 2020 cases being delayed, not to mention the fact many courts were even backlogged before the pandemic.
Then let the evictions sit in the logjam. Better than imposing a nationwide moratorium against all logic and evidence.
