This sort of thing is why a strong regulatory and oversight structure for financial institutions is important.

Unfortunately, the shortsightedness and fundamentalism of Republicans means that ersatz Stalinist totalitarian states can maintain power by routing money around American banks without any pesky "bureaucrats" trying to stop them.

The US is far from the only country that North Korea launders money through.
