Well, of course, the state has a right to ban whatever form of clothing it so wishes. More to the point, I see literally no point in the burkini, the burqa, the niqab or any other variant of niche religious clothing - ultimately, the idea should be to assimilate minority groups into the mainstream of society, and it is... not helpful, as far as this goal goes, if they choose to wear items of clothing that instantly mark them out as different. Banning this type of dress is just another nudge in the direction of assimilation, which should be the goal of public policy in this area.
