The irony is that Corbett was one of the better Republican governors. And it was considered a major scandal when he said some ridiculous things that are peanuts compared to the God Emperor.

No, it was because he was a downright sh*tty governor.
His "scandals" were: In 2012, a bill was discussed to require women to have a medical examination before an abortion to look at the fetus. It went nowhere, but when asked, Corbett said "well, if you don't like it, just close your eyes". In 2014, he denied to have supported the proposed law. He also once said that, at the time, both incest and gay marriage were illegal. Afterwards, he was slammed for comparing them when his remarks were just taken out of context. Nevertheless, he later apologized and when the Pennsylvania Supreme Court ruled SSM to be legal, the governor refused to appeal to the ruling (what angered some Republicans).
The claim Corbett cut education funding is actually false. His predecessor Ed Rendell took stimulus money from the Obama Administration into the education budget, knowing these funds would cease in 2011. With the state budget already under pressure, Corbett was unable to replace all federal funding with state money. Sure, education funding was shortened as the end result, but it wasn't Tom Corbett who did it. He did increase state education funding each year of his administration.
Back in the fall of 2014, when I had two months freetime between two jobs, I wrote his German Wikipedia article in detail and researched all of this (it's an awarded featured article). I would take Corbett any day over 95% of all Republicans currently in office. In 2014, Scott, Walker or Brownback much more deserved to lose reelection than Corby.
