IP addresses are signed based on region. The U.S. and Canada share several IP blocks. Some are Canada-specific, though. Those probably are blocked.

However, alternative domain forms work. So if it's an attempt to conserve bandwidth, it's a crappy one. Cheap on the web server storage there, apparently.
