Senator Pit, is this an amendment or just a suggestion?

     I'm bothered by the broad stipulation of "all persons", which I suppose would include minors and felons. How about this:

I don't like the original idea, to be honest. But Senator PiT's amendment is an improvement.
Not enough for an Aye at the final vote, but still an improvement.
