It doesn't even say anything about authorizing the deployment of U.S. military forces into Iran; just that we should do something about Iranian proxies operating in Iraq.

They didn't classify the Iranian military as a terrorist organization, they classified the Revolutionary Guard as a terrorist organization. There's a difference.
