If vaping is exempt and NZ teenagers are anything like American ones this will have like next to no impact. How many teenagers today actually smoke?

Anyway the funny thing is by 2025 New Zealand may have legalized marijuana meaning for some people it'll be legal to smoke marijuana but not tobacco....which is totally fine
