Because it's divisible by 400. 2100 will not be a leap year.

That doesn't make any sense. there is one lead year every 4 years.

No, there are exceptions. A year divisible by 100 is a leap year only if it is divisible by 400 as well. Also, being divisible by 4000 means a year is not a leap year. Remember, the time of the Earth's revolution around the sun is pretty close to 365.25 days, but not exactly, so a few further tweaks are needed.
