Why is New Jersey (Asbury Park included) so anti-nudity?

These sort of laws tend to be passed not for any ideological reasons but because a loud minority complains loudly enough. The problem with NIMBYs is they are loud and vocal and even if they only make up 10% of the populace the remaining 90% usually don't really care and don't act against them.
