I consider there to be slight differences, though it's not uncommon for one band to have songs that fall in one category and some songs that fall in another.

Should I assume the phrase has morphed since I first heard it? That would be in the late 70's to describe early punk crossing over and adopting pop-like melodies for popular appeal. It was applied sometimes to the Ramones and some other bands that were eventually categorized as New Wave. If it still applies to the original meaning and bands, then put me down for FM.

Neutral, lean Freedom Music, especially the likes of The Offspring and Green Day, the latter of which I saw live back in 2009.

There's definitely some quality to be found, but the term just screams Simple Plan.

The vast majority of it is not like that all. Like see all my links. I listen only to underground pop punk.
