No, but ideology should 100% define partisanship.

It doesn't make any sense to agree 95% with one party yet identify with the other party because of stuff that happened 140 years ago. Especially if you don't even vote for said party most of the time.

At the very least you should support your own party's agenda if they control Congress.

City Council issues that do affect you are pretty non-partisan though. It's not a Republican vs. Democrat issue about putting up a new traffic light on some intersection or that sort of thing.
