So are we abolishing penalties that explicitly state that the criminal should spend life in jail, or could this reasonably be interpreted to preclude judges from dropping multiple 20-year sentences on someone for multiple crimes?

This only applies to civil court and not criminal court?

Civilian court=/=Civil court, methinks. The lawyer types here can corroborate that.
