How would you enforce these? You can't have the cops pulling over every car with multiple passengers...
Yeah, these laws aren’t enforced at all. I got my license in September 2012, and under Indiana law you can’t have anyone outside your immediate family in the car with you for 6 months after you first get your license. So while I was only *legally* allowed to drive people in March, I actually started driving people 3 days after. Virtually every single school day, and plenty on weekends.
Not one person I know follows that law. Not. One. Person.
