I say the fairest thing to do is have a longer census, and redistrict right after the election.

Or, how about this idea....just hold a quick census...but have it based on how long it has been since someone posted...if someone hasn't posted in at least one month, don't count them...otherwise count everyone else automatically. It would be a census that doesn't require a response from anyone.

People who haven't posted wouldn't lose their registration, they just wouldn't count in the redistricting numbers, since most of them probably aren't coming back.
