Concern that it would inhibit US missile defence (based on the preamble rather than anything in the treaty itself), worries about the verification arrangements and something about not limiting bombers. Lack of mention of tactical nukes (which is a bit stupid in a strategic arms treaty and has never been covered before). The US would have to make cuts while the Russians don't (as they're already below). Some other technical stuff.

That and Obama supports it.
