It's just a big government way to try and discourage smoking. Instead it should just be left at 18, the legal adult age. If people are dumb enough to start smoking during their young adult years then a ban isn't going to stop them. People have all sorts of information available to them about smoking and its effects, that should be enough to discourage people.

And yes the drinking age should be 18 as well.
