Blacks were only 4.5% of Pennsylvania's population, and Hoover won it by 5.5%. Delaware was 14% black and was won only by 2.4%, so maybe that could have been it. But if they only voted 55-45 for Hoover or something then probably not.

Hoover had a good standing in the Northeast, and Pennsylvania was uber Republican up until this time period (as was Philadelphia).
