I think the residents need Representation in Congress (both houses). I'd be fine with either statehood or merging with other states.

I don't really care about the flag. Just leave it the way it is. The stars can just represent the many states. Who cares if it's the exact number.

This is the most important point. DC is the capital district of a massive, sprawling federal democracy, which must not belong to any single state. (you see a similar setup in other countries with strong federalism, such as Brazil and Australia)

I guess the issue is the residential areas. "DC" could just be the land with all the relevant federal buildings where there are almost no residents. The residential areas could potentially be a state or absorbed into other states.

Like causing a traffic jam Chris Christie style to prevent Congress from voting on a bill that could hurt the state?

I'm not sure I follow either why it's a big deal, other than some far out there scenarios. A lot of members of Congress live in MD or VA anyway.

I guess it might have been particularly bad in the civil war if MD seceded and DC was just some buildings, and lawmakers from the north had to live in the south.
