Even if the committee came up with something, if Republicans lose a senate seat they might not be able to pass anything and the House would be forced to pass the skinny bill or nothing. That's what happened with ACA. That might have been on his mind as well.

Odds of passage are still definitely below 50%, probably closer to 20%.

I don't see how you can have "definite" odds on a one time non-repeatable event. They're just a measure of your confidence level. Yours is 20, his is 50.

You may be confused with the 'Cornhusker Kickback' that the got Ben Nelson to vote for it(and that Kickback didn't end up in the final bill anyway)

It was in the final bill. It was just rolled back by the reconciliation bill. Agreed it's not in the final result, if you will, but it was signed into law at one point.
