You have got to remember that approval is only part of the equation.  When people vote it's a question of who do like better between the two.  If given a choice between two candidates, some of those people are going to say, "I don't really approve of him (whomever "him" is), but he's better than the other candidate."

Nixon, from what I remember, was not particularly popular in early 1972, but his popularity soared when he was compared to McGovern.
