Irrelevant.  Remember when Kay Hagan wasn't going to run (not that people cared then)?  Either Roy Cooper will change his mind, run, and win, or someone like Heath Shuler will step in and win, or Meeker will win.  No matter who decides to run, the ultimate result remains the same.

Shuler isn't going to run.  Sure, Cooper can change his mind.  But obviously Burr avoided trouble today, if it sticks.  Let's see what happens.
