Ok, Ernest.  I'm officially withdrawing the amendment I previously proposed and proposing to amend Section 4 to read as follows:

4. The Fund shall be used to research and prosecute brain cancer victims and survivors who have lied about their brain cancer condition.

Technically, amendment votes only last five days unless an injunction has been made to extend the vote two days (that has not happened here).

However, the language in Article 4, Section 4, Clause 3 says that once the amendments have "Amendment(s) has garnered enough votes to pass or fail", then only will Senators not be allowed to change their votes.  This could be interpreted to mean that a vote change would be legal if the amendment is tied and no tie-breaking vote has occurred.

Here the amendments voted on received 4 ayes, 3 nays, 1 absention, 1 absence and 1 not voting.  That translates to a passed amendment to me unless we're going to start creating quorum rules.

If this cloture vote fails, I would like to propose an amendment striking Section 5 from this bill.

Here you go, DWTL...

Cancer Research Bill

1. There shall be established in the National Cancer Institute Cancer Research Fund (hereinafter known as the Fund).

2. The Fund may accept donations of monies and other assets.

3. The sum of $1 is authorized to be appropriated to the Fund each fiscal year and $1 is appropriated to the Fund for fiscal year 2008.

4. The Fund shall be used to pay for one or more Brain Cancer Fellowships.  Such fellowships shall be for one year and shall be renewable.  They shall be awarded and renewed at the discretion of the Director of the Institute for research into the detection, prevention, and treatment of brain cancer. Brain Cancer Fellows shall receive pay and allowances from the fund equivalent to that which would be disbursed to specially qualified scientific personnel hired under section 3104 of Title 5, Government Organization and Employees, but shall not otherwise be considered a government employee.  In addition, the cost of the research undertaken by the Fellow shall be paid from the Fund as authorized by the Director of the Institute.

5. An additional $50 million will go towards embryonic stem cell research effective FY 2008.

Considering there is no debate on this amendment, I will start voting:

We are voting on the following amendment:

I would like to propose an amendment striking Section 5 from this bill.

The text of the bill is exactly three posts above my present post.

Nay.

If this amendment fails, I will propose another amendment that merely strikes the word "million" wherever it occurs in the text. Wink

From the PPT:  Is this an actual amendment being proposed or just a joke? (just for my help)

DWTL's cloture motion will occur before the amendment (if it is one).
