I don't know who is best, but I know Robert McNamara is the worst.
^^^^

Does ANYONE like him? I mean, both left and right, i've heard people who hate his guts. He mismanaged both Vietnam and military R&D.

He cancelled the B-70 Valkryie, among many other programs, and totally bollixed the F-111 procurement.
