New Year's Address by His Majesty the King, Louis-Philippe III to the people of the Commonwealth

My countrymen,

We enter this new century at a moment of great opportunity. The old orders, domestically and abroad, are under great strain and challenge. Some things will never return to the way we've understood them for decades, for centuries. Old friends will become new enemies, and old enemies will become new friends. This is the cycle of humanity, one we cannot alter and must accept as the natural progression of society.

The Commonwealth enters the 20th Century stronger than ever. Decades of peace, guided by our new Constitution and the ever steady hand of the Royal House, have allowed our economy and our technologies to prosper. No economy in the world can claim to be as strong or as vibrant as that of the Commonwealth and no people in the world can claim to be as secure as those of the Commonwealth.

Those who make themselves our enemies do so because they're afraid of the might that is the Commonwealth, the largest economy in the Western Hemisphere. The oil boom sparked by my late father has catapulted what was a rural agrarian economy just decades ago to the model of a modern economic engine. Our vast natural resources, blessed to us by God, will ensure we remain the preeminent power in this part of the world. We will only grow our economic might as this century develops and we will achieve 75% electrification of households by 1915. The Commonwealth will be a beacon of light into the dark reaches of the globe.

Our new century will not be without challenges. There are those at home who seek to divide us, to split our great Commonwealth into fractious rival clans. I pledge myself to you that I will not allow that to happen. Our strength is our unity. Without a united Commonwealth, we are nothing. Without the oil of Texas, the culture of New Orleans, the grains of Columbia, the minerals of California and Liberia, the raw materials of the territories, and the tropical crops of the Caribbean, no individual nation could emerge half as vibrant or a third as powerful. The Commonwealth is the great uniter that allows our society to thrive.

This new century will be a Louisianan century. Men from the heartlands of Europe to the plains of Asia and from the Arctic Circle to the tip of Patagonia will respect the people of Louisiana. The Commonwealth will cement its role as the Great Power of the West and serve as the ultimate check on radicalism, expansion, and disruption.

Three cheers for the Century of Louisiana!

The Crown Prince, the beloved Henri-Philippe, was wrongfully usurped of a crown that is rightfully his by all law and tradition. Since the usurpation by the Fake Empress Wilhelmina, the Royal House has been slandered, wronged, and ignored by the Quebecois Court. Even by the Fake Empress' wrongful claim on the throne, the Crown Prince should be the recognized heir to the Empire of Quebec. And yet his rightful claim is maligned in the North and the Commonwealth is looked down upon as some rural backwoods fiefdom.

This grave injustice must be righted.

The Archbishop of New Orleans will crown and anoint Henri-Philippe as Emperor of Quebec with haste, in a ceremony befitting such a noble event.

His Majesty the King calls on all people, in the Commonwealth and abroad, to recognize the rightful Emperor of Quebec, Henri-Philippe de Bourbon-Orleans.

Following his coronation, the Crown Prince shall be styled as: His Imperial Majesty the Prince-Emperor Henri-Philippe de Bourbon-Orleans,  Blessed by God, Rightful Emperor of Quebec, Crown Prince of the Commonwealth of Louisiana, Protector of the Realm, Defender of the Faith.

Statement on the Mexican Border War

The Commonwealth of Louisiana supported King Luis II during his succession crisis and never challenged his right to rule over the Mexican Kingdom. And yet now the Commonwealth is being attacked by the Red King as a hotbed for insurrectionists and traitors. The instigators of the crisis, Prince Augustine and General Tomás Mejía Camacho, laid down their arms and surrendered to the force of King Luis, paying for their actions with their lives - struck down in a most gruesome fashion. The Red King has shown a propensity for violence and retribution; it is no wonder some who erred in judgement and took up arms against him have chosen to reshape their lives in the Commonwealth. Men who have committed crimes in the Commonwealth of Louisiana will face Louisianan justice.

Statement on the Global Game of New Orleans Football

His Majesty the King is very pleased to see the global spread of New Orleans Football. Given the deep involvement of the Fake Empress and the disloyal Quebecois, however, no team representing the Commonwealth will be sent to Boston to partake in the North American Cup nor in any tournament which includes a team loyal to the Fake Empress. Instead, His Majesty has commissioned a new domestic cup to begin this year, ensuring the loyal people of the Commonwealth and the greater Bourbon-Orleans realm are not denied the sport they love - and invented.

The Commonwealth Cup will feature teams with the best players from each constituent realm of the Commonwealth, Columbia, Orleans, the Royal Demesne, California, Liberia, the Caribbean, and the Northern Territories, as well as two teams representing additional populations, one for those who claimed asylum after the Mexican War and one for loyal Quebecois who have pledged themselves to the Prince-Emperor.

Each team will play each other team twice in a round-robin format in the League Stage. Upon the conclusion on the League Stage, the top four teams in the standings will advance to the Playoff Stage and play single-elimination matches until the Champion has been determined.

Mexican Embargo Act of 1900

1. No commercial vessel may embark from Louisianan ports with the intention of engaging in commerce in the Mexican Kingdom.
2. No commercial vessel flying a foreign flag may use a Louisianan port to refuel, resupply, or perform repairs if the immediate intended destination of the vessel after leaving the Louisianan port is in the Mexican Kingdom.
3. No border crossing between the Commonwealth of Louisiana and the Mexican Kingdom may be used for the transfer of commercial goods, either by domestic or international merchants.
4. All existing treaties or agreements offering favored status to the Mexican Kingdom are hereby revoked and recognized as null and void.
5. All cooperation between the Commonwealth of Louisiana and the Mexican Kingdom on matters of hydroelectricity and petroleum shall immediately cease, and all scientists and engineers from the Mexican Kingdom currently in the Commonwealth must depart the Commonwealth within 30 days of the passage of this act. No visas for subjects of the Mexican Kingdom shall be issued.
6. Any commercial agent found in violation of Sections 1 through 4 of this act shall be subject to up-to four years of imprisonment and a fine of up-to $50,000. Any individual found in violation of Section 5 of this act shall be subject to life imprisonment.

Statement on the Mexican Piracy

Ships of all flags, in accordance with the well understood laws of the sea, must be allowed to traverse all international waters unmolested. Any nation or peoples that seek to disrupt this right, owed to all men, must be brought to justice. The Mexican Red King must, immediately, order his band of pirates to stand down and return to Mexican domestic waters.

All assets, including but not limited to bank accounts, investments, land holdings, property claims, or fungible items valued at more than $1,000, currently held by Mexican subjects loyal to King Luis II shall immediately become the property of the Commonwealth of Louisiana and may be sold at auction or reinvested at the direction of His Majesty’s Revenue and Customs Office.
2. Any government contract currently held by a Mexican subject loyal to King Luis II is hereby declared null and void and no further payments may be paid on said contracts.
3. All diplomatic and commercial visas granted to Mexican subjects loyal to King Luis II are hereby declared null and void and those foreign nationals must leave the Commonwealth within seven business days or be subject to life imprisonment.

The goals of the document are noble and of good intent, but the process has shown the document is nothing more than a propaganda document by the power-hungry Fake Empress. As she did with her illegitimate usurpation, she strong armed any contrary opinion and quashed any discontent. His Majesty and His Imperial Majesty intend to host a proper conference on the future of warfare in the Commonwealth in the near future, which will properly and fairly set global standards.

Given the unprecedented emergency the Commonwealth faces, His Majesty the King has declared a State of Emergency. Effective immediately, the Constitution of 1877 is placed under suspension. All laws shall, until the State of Emergency is lifted, derive from Emergency Order #1.

TREATY OF TROIS-RIVIERES (1900)

ARTICLE 1
Any form of biological warfare, as well as all forms of chemical warfare with the sole exception of non-lethal tear inducing irritants for emergency domestic situations; are hereby considered to be ungentlemanly forms of warfare.

ARTICLE 2
The previously mentioned forms of ungentlemanly warfare are hereby banned within the territory of the signatures for domestic use, and for international use in terms of pre-emptive or first-use.

ARTICLE 3
The stockpiling of agents for biological and chemical warfare is hereby prohibited. All current stockpiles of such agents must be disposed of.

ARTICLE 4
Research on chemical and biological warfare will only be allowed for the purposes of finding countermeasures, antidotes or for purely scientific purposes. Incentives and support will be provided for experts in such fields to switch to non-lethal research. Signatures must share their findings with the Ungentlemanly Warfare Commission in order to prevent and/or deter the start of a new arms race.

ARTICLE 5
The sale of agents for chemical and biological warfare will be made illegal. Companies that held a role or stake in such fields until January 1st, 1900, and who may encounter financial losses as the result of this protocol, may be reasonably compensated by their respective nation if they so decide, under their preferred mechanism.

ARTICLE 6
The signatories will further formally renounce the right to non-first usage of chemical and biological weapons in self-defence for all time. To enforce this renunciation, all signatories will agree to enact immediate and full economic sanctions, including an economic embargo, against any nation that engages in ungentlemanly warfare after the aforementioned date. Signatories must also pass legislation or enact decrees that ensure compliance with Article 6.

ARTICLE 7
An Ungentlemanly Warfare Commission will be established in a city belonging to the Swiss Republic or any such other neutral and non-aligned nation, with participants from all signatories. Delegations from the Commission will be provided reasonably access to signatory countries to ensure compliance with the previous articles.

The Commission must ensure that the make up of delegations to specific countries places emphasis on neutral, non-aligned, or non-rival nations to the one to be inspected. Information thus collected will remain the private, exclusive property of of the Commission, which must enact regulations with harsh penalties for any actors who illegally access or divulge any of its contents.

Suspicion of non-compliance must be brought to the Commission, who will issue a report – by majority vote – within 90 days outlining whether Article 6 ought to be invoked.

Your once proud branch of the strong Bourbon-Orleans family has been infected by a poison. And like any rotten plant, it must be pruned. Your Red King must be removed. He has broken your once proud kingdom, not once but twice. Remember the glory of the Prince Augustine, who saw the coming horror of the Red King and nobly took up arms, giving his own life, in pursuit of the preservation of the Mexican way of life. The present war is also the result of your Red King and his vanity, declaring himself the master of the seas and claiming the Caribbean as his personal feudal state.

The Red King has proven himself entirely incapable of governing, and even more incapable of acting in the best interests of the Mexican people. In this modern age all rulers must remember this - they act on behalf of their people. A people wronged have a right, nay, a duty, to stand up. You saw how the Red King stole your land and gave you pennies for it. You saw how the Red King promised you price controls only to lift them when it proved inconvenient for his war. You saw the Red King ban you from speaking your native languages in your own homes. You saw how the Red King brutally and mercilessly slaughtered anyone who dared speak ill of his iritic dealings.

I call on all Mexican people to stand up. The people of Louisiana stand with you, as do the people of the world. A global coalition is building to liberate you of your Red King and ensure a man of good heart, sound character, and stable mind can raise Mexico from the ashes of the Red King's reign like the phoenix of old. But you must be the spark of change - resist his orders, reclaim your land, fight for your rights. Tear down his flag, spit on his tax collectors, disrupt his government. Do not fear his retribution - know that the people of the world stand with you, and stand ready to support you.

1. Each county shall be administered by a President, appointed by the Crown, to oversee the administration of law and order, education, and social welfare.
2. All men have an inherent right to shelter, education, and food. It is in the Public Good that these rights be protected.
3. Each County President shall ensure that the unhoused are sheltered, and the hungry fed a basic but nutritionally adequate meal at least once per day.
4. Each County President shall ensure that all boys and girls by the age of 14 have received an education in the Louisianan Catholic faith, the Louisianan form of government, the history of the Commonwealth, and are able to read and write.   
5. Each County President shall establish a local jail to house petty criminals and those awaiting transfer to a Commonwealth-operated prison. People in the County Jail must be clean and fed, and segregated based on their assumed risk factor. 
6. Each County President may levy such taxes as are necessary to provide for the requirements of this Emergency Order.

A PROCLAMATION FROM THE COURT OF NEW ORLEANS

BY ORDER OF HIS MAJESTY KING LOUIS-PHILIPPE III

Emergency Order #8 - THE EMERGENCY CONSTITUTION OF 1903



1. All political, judicial, and military authority in the Commonwealth of Louisiana is devolved from the Sovereign, who must be descended in the male line from Louis-Philippe II de Bourbon-Orleans.
2. The Commonwealth of Louisiana shall be subdivided into seven States. Those states shall be:
a. Georges (Outer Columbia)
b. Mississippi (Inner Columbia)
c. Caroline (Florida)
d. Orleans Capital Territory (New Orleans)
e. La Salle (Texas)
f. Dubuque (Northern Territory)
g. Laclede (Missouri)
3. The legislative and executive body of the Commonwealth shall be the National Assembly.
a. Each State shall elect four Deputies to represent the State in the National Assembly.
b. The entire National Assembly shall be up for election every five years.
c. The National Assembly may only be dissolved earlier than five years following a 2/3 vote of the body and the consent of the Sovereign. In such a situation, elections must be held within 45 days of the dissolution of the National Assembly and the newly elected National Assembly may only sit for the balance of the original five year term.
d. Each Deputy must swear an oath of allegiance and loyalty to the Sovereign and the Commonwealth at the commencement of their term.
4. The National Assembly shall elect a President from among its members by majority vote to serve as the Chief Executive Officer of the Commonwealth. The election of the President must be confirmed by the Sovereign.
a. The President must be a Louisianan Catholic man at least 45 years of age at the time of his election.
b. The President shall be elected at the start of each sitting of the National Assembly and may not serve more than three terms as President.
c. The President shall enforce the laws enacted by the National Assembly and appoint government ministers, with the consent of the Sovereign.
5. The Sovereign shall serve as the Commander in Chief of the Armed Forces of the Commonwealth and shall exercise sole control over the domestic security and international relations of the Commonwealth.
6. The President shall nominate, and the Sovereign shall appoint, all Judges of the Commonwealth. There shall be established one High Court for the Commonwealth, and one High Court in each State, and as many lower courts as the National Assembly shall deem appropriate.
a. The Courts may issue advisory opinions on laws passed by the National Assembly, criminal cases, and civil law disputes, with the several State High Court hearing appeals from lower courts within their territorial boundaries, the national High Court hearing appeals from the several State High Courts, and the Sovereign serving as the final Court of Appeals.
7. As appropriate, the Sovereign shall declare a State as "In Rebellion". Any State declared "In Rebellion" shall have any elected deputies suspended and shall have replacement deputies appointed by the Sovereign to serve for so long as the State remains "In Rebellion".

Emergency Order #9
1. Elections for the National Assembly shall be held in 1903.
2. The States of Georges, Mississippi, and Caroline are declared "In Rebellion" as prescribed in Section 7 of Emergency Order #8 - The Emergency Constitution and elections shall not be held in those States.
3. While electing members of the National Assembly, the question "Do you ratify Emergency Order #8 - The Emergency Constitution?" shall also be presented on ballot papers. This result shall be non-binding.

The Constitution of 1903 is hereby ratified and in force. I will present the following critical pieces of legislation to the National Assembly at their first sitting. We must also ensure we do not let the rebels in Columbia win - we must continue to press forward and crush their treasonous rebellion with haste.

Citizenship Act of 1904
1. Any man who has resided in the Commonwealth for a period of at least six months, and who attests to his desire and intention to remain in the Commonwealth, shall be granted full citizenship if he meets at least three of the following conditions:
a. He has paid a citizenship fee of $50 to his county administrator;
b. He has passed a French language fluency examination;
c. He has passed an English language fluency examination;
d. He can prove he took up arms in support of the Commonwealth during the Second Border War; or
e. He owns a property valued at more than $1,000.
2. Any man who attests he is in the process of complying with this act shall be issued a national identity card, which he must present upon request to any officer of the law, which shall enable him to remain in the Commonwealth for a period of up to one year. Any man who receives a national identity card and fails to comply with this act prior to the expiration of his national identity card shall be punished by six months imprisonment.
3. Sections 1 and 2 of this act shall be repealed on January 1, 1906.
4. Any man who has resided in the Commonwealth for no less than seven years shall be granted full citizenship upon the payment of a $50 citizenship fee to his county administrator. The citizenship fee shall be waived if the man served in the Second Border War.
5. Any man who has taken up arms against the Commonwealth shall be denied citizenship and barred from receiving any social benefits or participation in any election.

Taxation Act of 1904
1. All existing laws regarding taxation are hereby repealed.
2. All men who earn an income exceeding $12,000 per year shall pay an annual income tax of 12% to be collected by their county administrator no later than April 1 of each year.
3. The owners of all agricultural and residential properties shall pay an annual land-value tax of 4% to be collected by their county administrator no later than April 1 of each year.
4. The owners of all commercial and industrial properties shall pay an annual land-value tax of 6% to be collected by their county administrator no later than April 1 of each year.
5. The owners of all non-developed properties shall pay an annual land-value tax of 10% to be collected by their county administrator no later than April 1 of each year.
6. The seller of any domestic liquor shall pay a tax of 10% of the sale price to be collected by their county administrator no later than the fifth of each month.
7. The seller of any imported liquor shall pay a tax of 20% of the sale price to be collected by their county administrator no later than the fifth of each month.

Social Rights and Benefits Act of 1904
1. All children have an inherent right to an education in both the French and English languages. To this effect, the Government shall construct and operate at least one schoolhouse in each county that children under the age of 14 shall attend free of charge.
2. All men have an inherent right to housing. To this effect, the Government shall construct and maintain several community housing structures in each State, which people in need may occupy for reasonable rents.
3. All men have an inherent right to reliable food. To this effect, the Government shall operate at least one kitchen in each county, to provide people in need one free warm meal per day.
4. All men have an inherent right to work for wages. To this effect, it shall be illegal to require a man to work without compensation. This shall not apply to apprenticeships or other forms of training.
5. All men have an inherent right to retirement after reaching old age. To this effect, the Government shall provide a monthly stipend to each man over the age of 70 years to enable him to live a comfortable but modest life for the remainder of his natural life. Upon his death, his widow, should there be one, shall receive 50% of the deceased's benefits for a period of up to five years.
