Speech by His Majesty the King to the People of Louisiana
Delivered in New Orleans, excerpts to be published in major newspapers across the realm

My fellow Louisianans,

Peace has been achieved in the East! With the noble aide of our brothers in Quebec, Mexico, and New England, we have secured the major goals established when the Great North American War began. No longer will our countrymen in Columbia be under the threat of British aggression. No longer will our countrymen in St. Louis be under threat of British aggression. No longer will our countrymen in the Caribbean be under the British yoke. We have pacified the foreign power of the continent, and secured a North American peace. This is a day for joy and celebration.

We must also, however, remember the many who gave their lives in the pursuit of this peace. Their sacrifices shall never be forgotten or I will have failed as a sovereign. To this effect I dedicate the rebuilt City of New Orleans in their memory and I will ensure that appropriate monuments and commemorations to them will be construct as we rebuild this great Crescent City.

Further, to celebrate their sacrifices and to give the people of this country cause for celebration, I hereby announce that New Orleans will host The North American Cup tournament later this year. I invite our allies in Quebec, New England, and Mexico to our great city to play a tournament of New Orleans Rules football. The victor will receive The North American Cup, dedicated to all those who gave their lives in this war from all nations. I hope this tournament proves a success on both a global and domestic level, as we all deserve a reprieve from the sadness and bitterness of this war. All proceeds from the ticket sales and concessions at the tournament will be divide amongst the North American allies to rebuild from the destruction of the Great North American War.

Despite our successes in the Great North American War, we do still face a challenge in our West from Mr. Green and his band of domestic saboteurs. I have given Mr. Green the chance to surrender with peace and face justice for his rebellion. He has refused and, sadly, forced our great armed forces into another conflict. This is a matter of territorial sovereignty and the rule of law; Mr. Douglass is the one legitimate Governor of Liberia and must be restored to power. What is a nation without laws, after all? If another man declared himself King of the United Kingdom, I am assured each of you would rise up in my name and fight him down. We must do the same for Mr. Douglass.

Mr. Green and his allies will face the full force of our collective might and, in time, the judgement of God. I pity them, for surely they must have been whispered to be a foreign enemy in hopes of dividing our people. But as we have seen through the Great North American War, the people of Louisiana are strong, united, and free - now and forever. Due to their treasonous actions, sadly, the War Powers Act must remain in effect, to give our boys in the battlefield the full support they deserve. But I pledge that the War Powers Act will be repealed as soon as Mr. Douglass has been returned to his rightful seat as Governor.

Northern Territories Treaty of 1876

The Empire of Quebec and the United Kingdom of Louisiana, in further recognition of their shared ancestral history, contemporary friendship, and general concern for the welfare of North America, agree to the following:

1. A special area of international cooperation (SAIC) shall exist in the Louisianan Northern Territories ((IRL Iowa, Montana, Nebraska, South Dakota, and Wyoming)) and the Quebecois provinces of Vaudreuil, Montcalm, and Illinois.

2. Within the SAIC, both parties agree to promote cross-border trade and commerce, especially in the fields of logging and timber, farming and agriculture, and mining and petroleum production. Promotion of such trade and commerce shall include, but not be limited to, limited border checks on goods, easy exchanges of currency, free and easy border crossings, and other measures as may be appropriate.

3. A special Committee on Electrification shall exist within the SAIC to coordinate cross-border hydroelectric generation and transmission, including, but not limited to, the construction of dams, the construction of power generators, and the construction of transmission systems to communities within the SAIC. The Committee on Electrification shall be composed of four members, two appointed by the sovereign of each signatory, and financed through a permitting fee for petroleum rigs in the SAIC.

The National Modernization Act of 1876

1. There is hereby established a Bureau of Electrification, to be led by a Director-General appointed by the Prime Minister, tasked with coordinating the development of electrification across the United Kingdom. The Bureau shall both directly fund electrification efforts in rural communities that could otherwise not afford the projections, as well as offer loans at a 3.5% interest rates to urban communities.
1.a. The Bureau shall develop a Master Plan for Electrification that will ensure more than 70% of the communities in the United Kingdom have access to electricity by January 1, 1900. The Master Plan shall be approved by a majority of the National Assembly no later than January 1, 1880.
2. There is hereby established a Bureau of Rail, to be led by a Director-General appointed by the Prime Minister, tasked with constructing, maintaining, and operating a national high speed rail network connecting, at a minimum, the following cities: New Orleans, Baton Rouge, Birmingham, Tallahassee, Charleston, Orlando, Miami, St. Louis, Tulsa, New Marseille, Des Moines, Lincoln, Cheyenne, Denver, Freetown, Reno, San Francisco, San Jose, Fresno, and Bakersfield.
2.a. The Bureau shall prioritize the construction of rail lines operating with either electrified overhead lines or electrified third rails.
3. His Majesty’s Currency and Banking Office shall collect a 4% fee for all petroleum and petroleum-based products sold in the United Kingdom, payable at the time of sale and remitted by the seller to the office at the first of each month, for the purposes of supporting the Bureau of Electrification and the Bureau of Rail.

Proclamation from the Court in New Orleans

Seeking to standardize the Royal Household, His Majesty the King has announced the following, pursuant to the Royal Prerogative:

1. The official titles and stylings of the sovereign are: His Majesty the King of the United Kingdom of Louisiana and Columbia, Duke of California and Liberia, Protector of the Realm, and Defender of the Faith.
2. The official titles and stylings of the eldest male child of sovereign are: His Royal Highness the Prince of the Delta, Duke of Baton Rouge, and Earl of San Francisco.
3. All children of the Prince of the Delta shall be styled Their Royal Highness, Prince or Princess NAME of the Delta.
4. The official titles and stylings of the second eldest male child of the sovereign are: His Royal Highness the Duke of Florida and Earl of New Marseille.
5. All children of the Duke of Florida shall be styled Their Highness, Prince or Princess NAME of Florida.
6. The official titles and stylings of the eldest female child of the sovereign are: Her Royal Highness, the Princess Royal.
7. All children of the Princess Royal shall be styled Their Highness, Prince or Princess NAME of Louisiana.
8. All other children of the sovereign shall be styled Their Royal Highness, Prince or Princess NAME of New Orleans.
9. All other grandchildren of the sovereign, and any great-grandchildren, shall be styled as appropriate based on the titles of their parent.
10. The sovereign may grant any other titles, stylings, or honors at their discretion through a proclamation.
11. All sovereigns, and all in the line of succession to the throne, must be members of the Roman Catholic Church of Louisiana and regularly receive Communion.
12. The sovereign must approve all marriages and unions for all in the line of succession to the throne. Any person who marries without the approval of the sovereign will be removed from the line of succession, as well as any descendants that emerge from that marriage.

The Voting Rights Act of 1877

1. There is hereby established the Louisiana Electoral Commission, tasked with scheduling, administering, and executing all elections within the United Kingdom of Louisiana. The Director-General of the Louisiana Electoral Commission shall be appointed by the Sovereign on the advice of the Prime Minister and shall serve a term of not more than 10 years.
2. All men who have attained the age of 21 years shall be eligible to vote in all elections under the Louisiana Electoral Commission.
3. To intimidate, harass, bully, or threaten a man, either in the act of voting or on his way to a polling location, shall be considered a felony crime, punishable with either a fine not less than $1,000, or not less than six months imprisonment, after an investigation by the Louisiana Electoral Commission and prosecution by a Crown Attorney.
4. All political parties must register their name, principal address, colors, logos, slogans, Chairman, and Directors with the Louisiana Electoral Commission no later than six months before a regularly scheduled election, or one week after an election has been called if it is prior to the expiration of the term.
5. The Louisiana Electoral Commission must disallow any political party that:
A. Is funded by foreign nationals,
B. Is based on a philosophy of violence, or
C. Advocates for the dissolution of the United Kingdom.

Prime Minister, the Leader of the Loyal Opposition, Ministers, Parliamentarians,

The United Kingdom rises victorious from the horrors of war in our East and the venom of insurrection in the West. The United Kingdom has met the threats on both sides and has emerged stronger, safer, and more United. For this, I am both overjoyed and also thankful. Overjoyed with our strong victories.  Thankful to the men who took up arms and laid down their lives in these conflicts. Thankful to the men, women, and children who made the important sacrifices needed to support the war effort. Thankful to this National Assembly for your continued loyalty and support.

The life of this National Assembly, however, has come to an end. Under the terms of the Government Reform Act, you may not sit through the end of the year. Pursuant to such, following your votes on the Royal Legislative Package, I will dissolve this National Assembly and new elections will be held on the second Monday in April, 1877. It is my sincere desire that these elections be held under the terms of the proposed Voting Rights Act I have submitted.

I do submit to this National Assembly, however, one final piece of legislation: the Justice Act. We have heard tales of significant crimes occurring during the Eastern War and the Western Rebellion. Such crimes cannot go without investigation, prosecution, and justice. If they were to go by without holding such criminals to account, it would be a permanent stain on the beautiful history of our United Kingdom. I call on this National Assembly to hold the final vote of your term on the Justice Act and show the eyes of the people and of God that you stand with law and order.

The Justice Act of 1877

1. The Special Tribunal on War Crimes is hereby established. The Special Tribunal shall be constituted of five judges, two of whom shall be Anglophones, two of whom shall be Francophones, and one of whom shall be Afro-Louisianan, appointed by the Sovereign.
2. The Special Tribunal in War Crimes shall have the authority to investigate, prosecute, and try any crimes occurring in the United Kingdom between 1872 and 1876 that relate to the Eastern War or Liberian Rebellion, including but not limited to:
A. Sabotage,
B. Treason,
C. Insubordination,
D. Unjust killing,
E. Theft, pillaging, or looting,
F. Rape, or
G. Harassment or threatening.
3. The Special Tribunal on War Crimes shall travel the United Kingdom and hold, at a minimum, one hearing and, if appropriate, trial in the cities of Atlanta, New Orleans, St. Louis, Denver, Freetown, and San Francisco.
4. $500,000 of general tax dollars  is appropriated to the Special Tribunal on War Crimes to cover costs of lodging, travel, food and beverage, investigatory staff, and office space.
5. Decisions of the Special Tribunal on War Crimes shall be appealed only to the Sovereign directly for reasons of serious judicial malpractice or corruption.
