Giuliani Campaign GOTV and Volunteer Strategy (March 17th-20th)

We had a bit of a break last week, in order to allow our campaign resources to blend with those from the Republican National Committee. I'm told, from our regional directors and chairpeople, that this transition went smoothly. That's great news.

Although the primary is over, we have a lot of work to do. We have to start preparing for the general election. This means canvasing larger neighborhoods, visiting more cities, and spreading more information. This is going to take some work, but I know that we can do it!

Our primary target, from this point on, are minorities and young voters. Due to our 50 State Strategy these two demographics are critical. Volunteers, when talking to minorities, should highlight how Vice President Giuliani's progress in New York City helped all people and his policies created jobs for all races, genders, and ethnicities. The Vice President's push to raise the minimum wage should be discussed too. Also, they should mention that the Vice President will reform the Department of Housing and Urban Development so that cities in need of extra resources can get them and use them as the city needs. When talking to veterans, also a key demographic, volunteers should also mentions the Vice President's push to reform the Veteran's Affairs Administration - cutting back the red tape and making it easier for our veterans to get the care they need. When talking to young voters (18-25) volunteers should hit on Vice President Giuliani's push for lower cost education, making education more effective, and making higher education available to all people. These are central tenants of his campaign and can be discussed with all voters.

When asked about Senator Biden or Senator Edwards, volunteers and surrogates should follow the talking points below:
- Vice President Giuliani has been trusted as a successor to President Bush.
- As Vice President, Rudy is gaining valuable skills that can only be gained from working within the White House.
- Vice President Giuliani has executive experience in a city with a population larger than 39 states, while neither Senator has executive experience.
- Vice President Giuliani is skilled in foreign affairs and has great relationships with Queen Elizabeth II, Prime Minister Tony Blair, President Jacques Chirac, and Prime Minister Ariel Sharon. He can use these connections to further U.S. interests abroad.
- Senator Edwards only has one term as Senator under his belt, while Vice President Giuliani served two terms as Mayor of New York and was forced out by term limits.

Phone banks will be conducted in large cities in the following states: New York, Massachusetts, New Hampshire, Ohio, Virginia, North Carolina, Florida, Michigan, Wisconsin, Minnesota, Oregon, Wasington, Nevada, California, and New Mexico. Callers are asked to focus on the above talking points.

Rudy Giuliani Press Conference From the Capitol



As you all know, I'm sure, President Bush appointed me to replace Dick Cheney early last week. This requires the approval of both Houses of Congress. I've spent all of the day today meeting with Senate Leaders as well as the Chairmen and Ranking Members of a few major committees. I have appointments tomorrow with their House counterparts. I feel confident, following these meetings, that I will be confirmed as our nation's 47th Vice President. Now I'll take a few questions.

Reporter: Have you heard Congressman Markey's comments from the House Floor? Do you care to respond?

I have heard Congressman Markey's statement. I think it's outrageous, uncalled for, partisan, and that the Congressman should act with the dignity that comes with that office. If he calls a President who leads his nation into war a war-criminal I have a  question for him - why isn't Bill Clinton sitting in the Hague? Congressman Markey is attacking President Bush's party affiliation under the guise of a humanitarian activist. No one called Bill Clinton a war-criminal for sending U.S. troops into Kosovo, Macedonia, and Somalia. Why does the Congressman feel the need to attack President Bush for sending troops into Iraq after he got the express approval of Congress? It is very upsetting that the Congressman would say these things.

Reporter: Senator Biden has attacked your minimum wage bill for being weak. How do you answer that charge?

It wouldn't be a campaign if I wasn't being attacked for being too moderate. [laughs] I presented a draft that I worked on with Senators Kay Hutchinson, George Allen, George Voinovich, Mike DeWine, and Norm Coleman, as well as Speaker Hastert. We all agreed that it was a good draft that could pass both Houses. It's just that - a draft. I wanted to present something that could be a starting ground for discussions, debates, and bi-partisan compromise. I'm open to amendments from both Democrats and Republicans, Senators and Congressmen. I can see that Senator Biden isn't open to our plan of compromise, agreement, and discussion and I think that's one of the major differences between our campaigns. I'm running on a campaign about uniting Americans of both parties and all ideologies, while he's running on a campaign about pushing America as far left as possible.

Statement from the Giuliani Campaign

We try to stay above petty politics but there are some things that we feel need to be made evident to voters. Senator Biden recently attacked Vice President Giuliani for lying, saying that only Senator Biden had "integrity" between the two. Senator Biden is known for lacking integrity. He plagiarized a speech during his 1988 Presidential campaign from the British Labour Party Leader. He also failed a course in college for plagiarizing from a Fordham Law Review article, as well as lied to New Hampshire residents about his grades in Law School. Does the Senator think that the American people should glaze over these discrepancies? Vice President Giuliani feels that is is wrong, dishonest, and undemocratic to claim to be the candidate of "integrity" while hiding from his past.

JOHNSON COMING ON STRONG

Playing up potential conservative dissatisfaction Gary Johnson is making a strong play in his third party bid for President. The plan of the Johnson Campaign looks to be wooing conservative votes from Giuliani, still it is difficult to see him winning the general election at this point. Some Republicans see him as a potential spoiler, delivering the election for either John Biden or John Edwards. Still, if he is able to tap into voter dissatisfaction with both political parties, Johnson may be able to catch lightning in a bottle and fortunately for him it is still early in the process. Polling puts Johnson with roughly 4 to 5 percent of the vote.

Senator John Edwards has, thanks to the endorsement of Senator Hillary Clinton, clinched the Democratic Nomination for President. It is mathematically, with the number of Democratic delegates remaining, for Senator Joe Biden to win the nomination. Statement from the Giuliani Campaign

With the close of the Democratic Primary, Vice President Giuliani has spurred the campaign's efforts to search for a running mate. Arizona Senator John McCain has been selected as the Chairman of the Vice Presidential Search Committee. The following individuals are on the Vice President's Shortlist and will be vetted by the campaign over the next few months.

Giuliani Campaign GOTV Strategy

This is the first week of the General Election. Our target is Senator Joe Biden and Joe Biden alone. He is a flawed candidate and this race is our's to lose. But we're not going to let that happen. I know, based on what I've heard from our regional Chairmen, that we have the energy and resources to win.

Biden's campaign announced that they also are pursuing a 50-State Strategy, which makes our campaigning easier. We have to make sure that, when speaking to voters, we stress that it was Vice President Giuliani who first presented the 50-State Strategy for this campaign. Vice President Giuliani has shaped this campaign and Senator Biden is just following the Vice President's lead.

We also have to energize voters. We cannot win if people don't come out to vote. When talking to voters 30 and older, volunteers should portray Vice President Giuliani as the heir of Ronald Reagan and his massive election coalition of Democrats, Republicans, Independents, Whites, African Americans, and other minorities. They should highlight West Virginia Secretary of State Joe Manchin's (a Democrat) endorsement of Vice President Giuliani. When talking to younger voters, volunteers are advised to make Vice President Giuliani out to be a crusader for the rights of the new generation (ending teacher tenure, making higher education available to all, bringing down the costs of student loans, a friend to young immigrants).

On policy matters, volunteers and surrogates should following these talking points:

- Vice President Giuliani supports that Bush Tax Cuts and would support a bill to make them permanent. Senator Biden supports repealing the Tax Cuts and unfairly raising taxes on the middle class and small businesses.
- Vice President Giuliani has extensive foreign policy knowledge and has been trusted by President Bush to represent our nation in discussions with Chinese and Russian leaders. Senator Biden has minor experience in international relations (Chairing a Senate Committee does not make him an expert).
- Vice President Giuliani has an extensive legal background and will ensure that all laws are applied equally and fairly to all people.
- Vice President Giuliani supports the War on Terror, while Senator Biden believes that we should withdraw from the Iraq. Withdrawing from Iraq will leave the Middle East unstable and put America in great danger.

On personal matters, volunteers and surrogates should following these talking points:

- Senator Biden blatantly plagiarized Bobby Kennedy, Hubert Humphrey, and Neil Kinnock.
- Senator Biden also plagiarized numerous academic papers during is college career.
- Senator Biden has little control of his temper, as seen in his 1988 argument with a New Hampshire voter ("I think I probably have a much higher IQ than you do, I suspect")
- Senator Biden is known for his (sometimes offensive) off the cuff remarks. This could bring down critical discussions with world leaders.

Volunteers are advised not to bring up neither Governor Johnson nor Congressman Kucinich's third part campaigns. If a voter asks about either of the two, treat them as a very small factor. They should use terms such as "dangerous alternative", "spoiler", and "untested and unready".
