"If any Bill shall not be returned by the President within ten days (Sundays excepted) after it shall have been presented to him, the same shall be a Law, in like manner as if he had signed it, unless the Congress by their Adjournment prevent its return, in which case it shall not be a Law."

So I mean, not signing it won't actually veto it. I can see the appeal, maybe the least-bad option from him perspective.


Edit: That said, the media all seem to be reporting on this as a "veto threat," so I guess Earnest may just not have been speaking precisely.

WTI closed at 48 today, the lowest point since 2009. The viability of various shale plays is being tested by the Saudis and some of the other 'safer' OPEC nations. The pipeline which will connect some of the heaviest, most expensive oil in the tar sands of Alberta is no longer economical.


This was an issue 2 years ago, now its a political game. 

Of course. But it may well be economical in another 2 years. Nobody thinks oil will stay this low for a very long time.
