Hello forum! Good to be back.

I wanted to bring back an old idea for a forum game I had. This is how it'd go:
1.   Create your own state
1.1   You determine its demographics and politics
1.2   Territory of the state shall be chosen by the player while following these rules:
1.2.1   Territory shall be within land belonging to US (with the exception of DC and Alexandria), Canada, English-speaking countries in the Americas and British territories in the Americas.
1.2.2   No less than 1 and no more than 2 complete states/territories/countries/provinces shall be chosen for each state.
1.2.3   If 2 states/territories/countries/provinces have been chosen, they shall be either contiguous or have direct access to the same ocean.
1.3   Number of electoral votes will be decided by the Game Moderator (myself) with a dice. This will also decide amount of federal representatives for the state in a format similar to the US.
1.4   State government is set.
1.5   No player shall manage more than 1 state.
2.   Run the elections
2.1   Originally we'll have 2 main parties: the Girondins and the Jacobins. Players are allowed to create their own third parties and make them run in federal elections in their own state. If they want their third party or parties to run in other state, they shall request it to the player who runs the state, who will decide whether they approve it or not based on their own criteria. If they do, the player who created the party shall assign a number of delegates of the party to the other player's state. Number of delegates can be changed at will by the decision of the player who created the party, and delegates are also assigned to the state managed by the player who created the party.
2.2    Parties select their candidates. In the case of Girondins and Jacobins, players can propose candidates from their own states, and the Game Moderator will assign a number of delegates to each state to help make the decision regarding who the party's candidates for Prez and VP will be. In the case of third parties, the player who created the party shall publish a list of primary candidates and every state  with available delegates will decide how its delegation will vote in the party's convention. The player who created the party will decide if they let the delegations select the VP or if they select it themselves. If their party only participates in their own state, they decide both Prez and VP candidates for their party.
2.3   Election events. News, debates, interviews, polls, you name it! Get the opportunity to know the candidates and decide who will your state vote for.
2.4   Election time! Each player shall decide how their party votes for presidential ticket, Senate and House. The Game Moderator calculates EVs and we shall have a new President and a new Congress.
3.   Government. Executive decisions and legislation. We can get creative here.

Suggestions are welcome. I hope we're able to start once at least 7 states have been created.

So wait, we have to use existing state lines or can we draw our own?

For order purposes, we'd be using existing ones. But you can combine 2 states or territories. Or you can use Canadá provinces/territories or English-speaking countries or territories as long as they're in the Americas.
