Not entirely sure I understand the point of this bill. If we need to spend more money, we can always dip into the Free Cash Fund - which can be used for disaster relief as well. This bill would unnecessarily restrict about $9 billion a year that can be used for other purposes, and I'll be vetoing it if it hits my desk.

Have we had any problems paying for diasters in the past?

We have not. Like we said, we can always dip into the Free Cash Fund if we ever do.

I would still veto this bill if it hits my desk.
