No, based on what I found out here (http://sos.oregon.gov/elections/Documents/elec_law_summary.pdf) and here (http://en.wikipedia.org/wiki/Elections_in_Oregon). The state votes by mail once, and apparently, that's it. Runoffs have been proposed in the past, but they haven't become law in that state. I thought it would be the opposite.
