I think it's the only one. The only other county that switched that I found that comes even close to 1,000 p/sqm is Chester County, Pennsylvania, and it's only in the 700 p/sqm range. Maybe some independent city in Virginia.

This is density (per sqm) not population. Maricopa County is so spread out, that it does not have that high a density. More likely South Williamsburg, which I think is denser. The Crown Heights Hasids are also possible, though I think there were only a couple Romney precincts there. But precincts are weird, and there could be a freakishly dense, Republican precinct pretty much anywhere.
