Same candidates, but Nixon never abolishes the draft, presumably keeping antiwar sentiment strong.  How much better do you think McGovern would do?

No policy decisions by Nixon would have changed the fact that McGovern was a horrible candidate who voters didn't trust.  The map stays the same, however there is about a 5% nationwide swing from Nixon to McGovern.

McGovern still would have lost by a landslide, what ruined him was Thomas Eagleton. Even without a volunteer army Nixon had the China visit and the signing of SALT 1 and withdraw from Vietnam electoral map remains the same.
