Oops, nope, sorry, all except for the most educated people in America (who voted in favor of
Kerry) are split enough to be within or very nearly within the margin of error. Try again.
If someone doesn't know who the first president is, or doesn't know the incumbent president. They should not have the right to cast a ballot.
Someone can have a very shaky grasp of history and that would not necessarily impact his or her ability to understand policy in any way.
Not knowing who the incumbent president is, however, may be kind of a bad thing, but I feel that it would be erring on the side not in favor of freedom to restrict someone from voting purely on that basis.
