Let me rephrase then...how do they explain that they're qualified to be President after unsuccessful terms as governors? Chafee didn't even bother running for reelection. Gilmore couldn't run for reelection, but a Democrat was elected to replace him two months after 9/11 and he lost a Senate race very badly.
