Announcement for the Future of the Kingdom of Mexico

Ladies and Gentlemen of the great Kingdom of Mexico,

As we come to the end of the year and look forward to the future of this country there is much to be proud of. We are the builders connecting the Americas, we are opening our arms to people all around the globe to come and start a new life here, and we have secured peace with our neighbors. The future is just as bright. Over this next year, we will begin our program to make it easier for Mexicans and new immigrants to start a life here. We will build schools and hospitals that will rival any country in the world. And we will welcome the newest members of our Kingdom. This is the beginning of a new era for Mexico, and the future is full of hope, but there is still much work to be done.

Many in our kingdom would like a greater voice in the direction of our country, and my son Prince Ferdinand and I have heard the call. In 1873 Mexico City will host a constitutional convention. We aim to give the people of Mexico a greater say in how we will lead you all into this new era of innovation and prosperity. Over the coming year, Prince Ferdinand will travel the kingdom speaking with all of you on what we have planned, and speak with the members of the national assembly in their respective districts. His Royal Highness will also speak with our newly accepted brethren in Guatemala and the Yucatan, to ensure their voices are also heard during this process. The information gathered during this journey will be critical for this convention and the future of our kingdom. We pray and hope that God continues to watch over Mexico and gives His Royal Highness and I His continued guidance. May God be with us all. And Viva Mexico.

A Treaty between the Holy Republic of Colombia and the Kingdom of Mexico

I. The signatories hereby reaffirm their desire for a peaceful and economically productive relationship as expressed in the Treaty of Bogotá (1871), and hereby commit to the following:

II. The tariffs for trade between the two nations will be lowered by 15% for the duration of Mexican involvement in the North American War.

III. The Holy Republic of Colombia will provide monthly shipments of food for the government of the Kingdom of Mexico to distribute among its people for the duration of Mexican involvement in the North American War.

IV. The Kingdom of Mexico shall reimburse the Holy Republic of Colombia for the shipments two years after the end of Mexican involvement in the North American War.

4 (a): The North American Rail Commission is hereby established to oversee this project and the subsequent network. Each signatory shall appoint one member of the Commission to represent their Nation and their interests. The Commission shall develop and implement a plan to connect the four capital capital cities, and each major center of population or industry, by 1880. Each signatory shall contribute 1/4 the cost of the project, raised through whatever means each signatory shall determine proper.

5.) The establishment of a single, tariff-free, North American marketplace for goods, raw and processed, traded, sold, and exchanged at an agreed upon rate in the native currency of each signatory.

To kick off the first session of the new National Assembly, King Luis began the new tradition of the Crowns Address.

Below are some key highlights from the speech:

The King announced that Mexico would stand by its allies in the War of British Aggression.

The King stated their support for the government of Queen Catherine and the Whites in the French civil war.

The Department of Education has announced a new goal to increase the literacy rate of the Mexican people by 10% before the end of the decade.

TREATY OF ALBANY (1876):
A Treaty between the Francophone party and the British Union,
under Russian mediation,
putting an immediate end to the American War

GENERAL:
• A ten-year non-aggression pact between the Francophone signatories and the British Union. Complete cessation of all hostilities upon the agreement of all parties.
• Demilitarization of the borders in North America between all signatories to deter further conflict.
• An end to trade barriers in the Mississippi River preventing British commerce and navigation.
• An end to the Atlantic blockade on the Francophone party.
• All other economic and transport connections otherwise blocked due to the war shall be removed.
• The release of all prisoners of war, hostages, and other detained persons to their respective party, including dead bodies.
• A pledge from each party to not intervene in the domestic and internal affairs of each respective party.
• Arrangement of an accord in 1876 to regulate or greatly limit the use of chemical weapons in warfare.
• The inclusion of the British Union in a special version of the North American Treaty, excluding Article 3 and the defensive alliance requirement between the Allies and the British Union.
• The British Union, Louisiana, Québec and New England subscribe to a non-discrimination provision, binding them to provide equal treatment under the law to white Anglophones and white Francophones of equal stature and behavior.

TERRITORIAL:
• The British Union shall cede:
• New Cornwall and the upper half of the Illinois territory to Quebec.
• The bulk of New York territory east of the Hudson to New England (excluding counties Westchester, Nassau and Suffolk and the whole city of New York) and half of the New York territory west of the Hudson.
• Belize, Barbados, and Guadaloupe to Mexico.
• Jamaica, Bermuda, half of occupied Tennessee, and a part of Kentucky (all territory west of Lake Barkley) to Louisiana.
• Louisiana shall cede North Carolina to the British Union.
• Apart from the cessations aforementioned, the pre-hostilities border shall be retained. Each party shall withdraw military presence from areas no longer in their occupation.

Russo-Mexican Agreement of 1876

The Russian Republic and the Kingdom of Mexico agree to the following terms:

I. To reduce tariffs between their nations by 10%. 

II. To reduce docking fees for Mexican ships at St. Petersburg, Konstantingrad, and Petropavlovsk-Kamchatskiy 

III. To reduce docking fees for Russian ships at Guadalupe, Manzanillo, and Altamira. 

IV. To establish diplomatic embassies in Mexico City and Moscow for each country to facilitate ease of communication and cooperation

V. To guarantee a property of the Mexican government in the International Settlement of Konstantingrad 

VI. The Russian Republic will provide a portion of certain captured Naval Vessels of recent conflicts to Mexico VII. Mexico will make Russia its largest non-north american source of grain and coal
