Somehow I thought the Secretary was working on an answer to the question about the government v regime language, as my introducing an amendment would depend on the meaning of "partial restrictions".  However, if not I will not object to proceeding to a vote, though I will vote nay.

I saw that. You said you're not sure.  And until we actually have separate legislation, we can't reference it in the FPR so I don't see how that is a solution.

I think that putting such detail into a broad report of this kind would be difficult. I think we should have a system where the Senate can pass a bill or the Executive branch can detail a specific situation and the SoEA can link to reference it in the Review such as like this:

Libya - Policy towards Libya govered by Senate Resolution 426 or Executive Order 16
