Now that New York City Mayor Bill de Blasio has been cleared in a 2014 fundraising problem regarding the N.Y. State Senate, it is likely that he may win a second term. If he does go far, and runs for president in 2020, what is his electoral college floor? What is his EC ceiling?

He won't have a floor or a ceiling, because he won't win the nomination.
Why not? He has the tale of Two Americas message and he could win the black vote.
