ISIS consists of local Sunnis. A scorched-earth campaign would sour many of them to the United States.

That's really awful. What disgusting cowardly monsters. We need to kill or help the Kurds kill every single one of them.

That line of thought certainly won't win ISIS any new recruits, right?

If America never sent a single person to any country ever the world would literally be utopia. Every single bad thing that happens on this gay earth can be backtraced to Amurican Imperialism.

Well, the last positive intervention was against the Nazis. Maybe you could count Afghanistan had it just been an air operation against Al-Qaeda training camps.

ISIS is not local sunnis, though they have made temporary alliance with some local Sunni militant groups.  While there are many ISIS fighters who are Iraqis and Syrians, a large amount, if not an outright majority are foreign fighters from the Arabian Peninsula, Europe, and even as far as the Caribbean. So, no, ISIS is not primarily local Iraqis, and with their policy of destroying Sunni mosques in the region, it's likely they have already overstayed their welcome.
