The window smashing and gun-firing definitely appear excessive, altho you have to wonder WTF is going on in the woman's mind.  Given her actions, I can easily see why the officers would have reasonably concluded that there was a good chance that something more than mere traffic stop anxiety was involved. It wasn't just the cops being idiots here.

The woman acted stupidly and she should be arrested but I can see no reason why that one cop fired three shots at the car. I can't imagine it is protocol for police to fire at a car trying to flee.

The most charitable explanation I can come up with is that the cop thought the woman's behavior was such a danger to the kids in the car that stopping the car by any means necessary was justified.  He also probably saw way too many TV shows as a kid when the tires get shot out.

After posting I did look it up and indeed it is not only against protocol to shoot at a fleeing suspect, it was deemed unconstitutional back in the 80s

Apparently on his report the cop is saying he was trying to shoot out the tires, although I highly doubt that is protocol. And when you look at the video and the angle it isn't even apparent he could see the tires from his vantage point when he started shooting, and it certainly doesn't look like he was aiming low.
