Amendment XI -- No
Amendment XII -- Most likely
Amendment XIII -- Yes, but likely with an exception for the draft
Amendment XIV -- No, because nowadays people know what judges can do with vague phrases that could mean a million things, taken in the abstract
Amendment XV -- Yes
Amendment XVI -- Yes, but with a cap on the top rate, and possibly other restrictions
Amendment XVII -- Yes
Amendment XVIII -- No; even if Congress felt like banning alcohol today, they would just use the Interstate Commerce Clause, and the Supreme Court would uphold it even in medical cases 6-3, 8-1 otherwise.
Amendment XIX -- Yes
Amendment XX -- No doubt
