Of all the candidates with a chance, save maybe Paul, he has the most devoted supporters.

I don't really see any evidence of this.  Paul is at least selling something vaguely unique on certain issues.  Cruz's agenda is right in line with several other candidates…including Carson, who consistently polls better than Cruz in the primary polls these days.
