I'm not sure how significant it is. A lot of it is just cleaning up the current bills/amendments, which I found to be messy and ugly.

The biggest change is of course allowing the parties to appoint a replacement if the term has less than six weeks left.

When all is said and done, Libertas' seat will have been vacant for five weeks and Barnes' for three. I think that is silly. Sure, special elections wouldn't exactly have been feasible, but when this is the case I think it makes perfect sense to allow the parties to appoint the replacement like they originally were. Especially since in both cases, there are rather obvious replacements (Dallas and Lief).

I'm more than happy to consider accepting amendments as friendly---My goal is not to significantly change the PRA. Whether we choose six weeks, or seven or five, isn't terribly important...but I would like to get this passed fairly quickly so we could just go ahead and appoint replacements for the two vacant seats, which won't be filled until January 7th otherwise.
