Cape Verde, Venezuela and the US are only signatories of the 1967 New York Refugee Protocol, but not the 1951 Refugee Convention. What is the background for this? (simply not wanting to deal with European war refugees?) If so why was it never signed afterwards?

What consequences does it have for refugees in the US? (if any).
